Coastal cities and regions are at the forefront of climate change. Faced with more intense climatic events (erosion, submersion, flooding, storms, extreme precipitation, drought…), they must adapt urgently and sustainably.
Acknowledging the need to find solutions to adapt these territories and collectively confront this crisis head-on, the 3rd United Nations Ocean Conference (UNOC 3) will dedicate a Summit to coastal cities and regions, and island States, on 7 June, 2025, in Nice, France.
Bringing together mayors and governors of coastal cities and regions worldwide, along with representatives of island States, and key stakeholders driving adaptation efforts, this Summit will mark the launch of the Ocean Rise & Coastal Resilience Coalition for cities and regions.

The 3rd United Nations Ocean Conference (UNOC3), jointly hosted by France and Costa Rica, will take place in Nice from 9 to 13 June, 2025. The conference will mobilise the global community to tackle critical challenges facing the ocean and its ecosystems.
In the lead-up to UNOC3, as part of the We are the Ocean sequence (June 4–8), three special events will be organised, including the Ocean Rise & Coastal Resilience Summit, which will take place on 7 June in Nice.

By 2100, without drastic reductions in greenhouse gas emissions, mean sea level could rise by more than one metre, with increasingly frequent and severe extreme events. Coastal cities and regions are among the most vulnerable.
Given the irreversibility of this phenomenon, it is urgent to adapt coastal cities and regions in a resilient manner, accounting for the diversity of human and environmental conditions.
However, coastal cities and regions cannot address this global challenge alone. Knowledge from scientific expertise and local experiences must be harnessed, alongside strengthened financial and political support.
The Ocean Rise & Coastal Resilience Summit will serve as the starting point for a global mobilisation to support the adaptation and resilience of coastal cities and regions.
This summit will bring together mayors and governors of coastal cities and regions, as well as national and international leaders, reflecting the diversity of coastlines impacted by climate change, alongside key stakeholders of this transition – scientists, funders, civil society representatives, and city networks, who will join their expertise during this special event.
The Summit will highlight 3 priorities: the solutions, knowledge and finance.
The Ocean Rise & Coastal Resilience Coalition of cities and regions will be officially launched during the Summit. This aligns with the mandate entrusted by the President of France, Emmanuel Macron, to the Mayor of Nice, Christian Estrosi, who presides over the Coalition. The Ocean & Climate Platform has been tasked with coordinating its launch in collaboration with the governments of France and Costa Rica.

Attendance is by invitation only, extended by Mr. Christian Estrosi, Mayor of Nice and President of the Ocean Rise & Coastal Resilience Coalition.
You do not need to be accredited for UNOC3 to participate in the Summit on 7 June. Noting that you have received an official invitation and confirmed your attendance, you will be granted access to the Summit.
The invitation to the Ocean Rise & Coastal Resilience Summit does not grant accreditation to participate in UNOC3 which are issued by the United Nations.

With the ambition to bring together a thousand cities and regions, representing 1 billion people worldwide confronted with sea level rise, the Ocean Rise & Coastal Resilience Coalition will be dedicated to supporting the adaptation and resilience of coastal cities and regions across the globe.
Chaired by the Mayor of Nice, Mr. Christian Estrosi, the official launch of the Coalition will be the highlight of the Ocean Rise & Coastal Resilience Summit on 7 June, 2025.

A Coalition of Stakeholders for Coastal Cities and Regions
The Ocean Rise & Coastal Resilience Coalition will bring together decision-makers and elected officials from coastal cities and regions – mayors, governors, region chairpersons– alongside key actors of adaptation – scientific institutions, financial organisations, and civil society representatives – from around the world, to define a shared vision and support the implementation of concrete adaptation and resilience responses.

Enhance Coastal Resilience
The Coalition will address all the impacts of sea level rise on coastal areas and major climate impacts to which coastal territories are exposed: erosion, submersion, flooding, salinisation, extreme rainfalls, destruction of natural habitats, and their consequences for coastal cities and regions, their populations, infrastructures, and activities.

Advocacy
Advocate for the interests of coastal cities and regions by strengthening their representation and influence in international decision-making forums and frameworks.
Knowledge
Facilitate the exchange of practices and responses while improving access to, sharing, and use of data and knowledge.
Finance
Mobilise public and private financial stakeholders to design and develop financing mechanisms tailored to the specific needs of coastal cities and regions.
